Learning Objectives

At the completion of this workshop participants will:

  1. Be aware of successes, issues, and challenges on managing stream and riparian areas.
  2. Through the facilitated discussion with everyone the top challenges will be determined and utilized to start planning a workshop to deal with them.

Workshop Description:
Presentations and discussions on addressing riparian restoration in Urban/Suburban areas that will cover the science, methods, monitoring, policies, public engagement and gaps within an ever changing gradient of increased population growth and development to suburban and urban municipalities. There are many challenges in built out and growing municipalities and the presenters will discuss what is working and where we need better solutions.  This is a multidisciplinary issue where we need increased information exchange between scientists, engineers, the public and policy makers for future success across the region. Few of the existing models and assessment tools apply to urban/suburban areas. Larger Metropolitan areas are dealing with areas that have already been built out and restoration requires reactive approaches to managing policies and assessment programs. Rapidly developing regions are dealing with protection issues while they are growing and may not have the specialized staff needed to proactively deal with these issues.  The workshop will include 4 presentations; followed by a facilitated discussion to determine the top 3-5 challenges to managing urban/suburban riparian corridors, and plan a future workshop based on these needs. The goal is to discuss current successes, issues, ideas, and needs to develop a future multi-day workshop on critically identified topics to allow for continued exchange between scientists, engineers, the public and policy makers.

Mateo Scoggins
Environmental Scientist
Mateo Scoggins obtained a B.A. from the University of California, San Diego in 1989, served in the Peace Corps in Honduras and somehow landed in Austin, Texas, in 1992.  He has been working for the City of Austin ever since, getting an M.S. from Texas State University in Aquatic Biology in 2001.  He leads the Surface Water Team, which focuses on stream, reservoir and riparian ecology in the urban environment.

Staryn Johnson Wagner
Environmental Scientist
Staryn Wagner graduated from Huxley College at Western Washington University in 2002 with a B.S. in Environmental Science.  While in Bellingham, Washington he participated in salmon spawning research, stream recovery evaluation, and wetland mitigation projects.  After moving back to Texas he began working for the City of Austin’s Surface Water Team in 2007 and has been an integral part of their riparian zone restoration program ever since.

John Clement, Ph.D.
Environmental Program Coordinator
John Clement graduated from the University of Nebraska-Lincoln with a B.S. in Biological Sciences in 1991.  He obtained his Ph.D. in Botany from the University of Texas at Austin in 1997.  He worked in environmental consulting for several years with a focus on water quality design and stormwater management.  He currently coordinates riparian land management activities for the City of Austin’s Surface Water Team.

Lee Marlowe
Sustainable Landscape Superintendent
Lee Marlowe is responsible for oversight of landscape maintenance and natural resource management for the Watershed and Park Operations Department including the newly expanded River Walk sections known as the Museum Reach and Mission Reach projects that total over 600 acres consisting of formal landscape beds, riparian restoration plantings and the installation and management of over 23,000 trees and shrubs in an urban floodway.  She received her Bachelor of Science degree from the University of Minnesota in Ecology, Evolution and Behavior; and has over 15 years of experience working in the field of ecological restoration and natural resource management including sustainable landscape practices and applications.

Harris County Flood Control District: Memorial Park Demonstration Project – Challenges of restoring a natural channel riparian buffer in an urban environment
Jason Krahn, AC, PMP
Project Manager
Jason Krahn is a Project Manager in the Harris County Flood Control District’s Maintenance Engineering Department.  He received a Bachelor’s of Science Degree in Construction Science from Texas A&M University and is a certified Associate Constructor (AC) with the American Institute of Constructors, as well as a certified Project Management Professional (PMP) with the Project Management Institute. His career has spanned 11 years with the Flood Control District, managing the design and construction of approximately 30 million dollars of maintenance projects, including work on federal protection programs, local flood protection systems, channel systems, and natural channel restoration projects. His current project portfolio includes the Memorial Park Demonstration Project (MPDP), a 6,600 Linear Foot stream restoration project along Buffalo Bayou, in the heart of Houston Texas.
